Use a mandoline or vegetable peeler to slice the cucumber into thin, long strips. Pat dry with a paper towel.
In a small bowl, mix mayonnaise, Dijon mustard, and lemon juice until smooth.
Lay a cucumber strip flat and spread a thin layer of the mustard-mayo mixture over it.
Place a slice of ham or turkey on top.
Gently roll the cucumber and ham/turkey into a tight spiral. Secure with a toothpick.
Sprinkle with chopped chives and serve immediately, or refrigerate for up to an hour before serving.
